The situation
A residential client in Warrington asked us to review contractor offers. One had the lowest headline price but qualified its programme and left several packages as allowances. Another started higher but described a more complete scope.

We compared the scope, package assumptions, proposed team and availability. We sought written clarification and relevant references, and made clear where an allowance was not a fixed commitment. Our assessment went beyond ranking the final figures.

We showed why the higher initial offer could represent a better fit once the delivery arrangements and scope were considered. That was a reasoned value comparison, not a claim that a higher price always means better work.
